Speaking of dashed hopes for more action on Greece, a German government spokesman says the European Union will probably not make any decisions on debt-stricken Greece at this week’s summit.

Germany is a major opposition on Greece’s proposal to loosen the terms of its bailout plan, with the spokesman adding that he thinks all European partners will and must stick to the original plan, meaning that Greece’s "troika" of lenders, EU, ECB and IMF must first visit Athens to see how well the bailout programme is being implemented, and then report back.
